Results of the public call for participation in the launch of commercial agricultural production of bread wheat through the EU Floods Recovery Programme

In accordance with the public call of the EU Floods Recovery Programme aimed at providing grants to individuals who suffered damage as a result of May 2014 floods with the aim of helping them recover their economic standing in selected local administration units, UNDP set up a commission for the evaluation of applications. The commission was composed of three members acting on behalf of UNDP.

The commission evaluated the applications received from the local administration units of Odžak, Domaljevac-Šamac, Orašje, Šamac, Vukosavlje, Bijeljina, Brčko, Donji Žabar i Laktaši.

Eligibility criteria used for the selection of beneficiaries include submission of the following documentation:

  • A copy of the ID card;CIPS-issued certificate of residence (not older than 30 days, original or certified copy)
  • Certificate/report of the property damage suffered – issued by municipality or other competent authority;
  • Household list as at 31 May 2014 for the housing unit that suffered damage;
  • Confirmation from the employment office for all unemployed household members, not older than 30 days; the confirmation needs to be accompanied with a certificate of the social status of household members which may be issued by the employment office or other relevant institutions;
  • Certified Š-03 form and a rough estimate of the damage to the farm by the municipality or other competent authorities;
  • Certificate issued by the competent municipal department or APIF, based on the place of residence, proving that the applicant is registered or has filed an application for registration in the
  • Register of Agricultural Holdings and Register of Clients in accordance with the regulation on the registration of agricultural holdings;
  • Proof of ownership of the land to be used for production. Also to be submitted are the title deed and proof issued by the relevant municipal department that the land is entered in the Register of Agricultural Holdings;
  • If the applicant is a single parent, he/she needs to submit the following documents: Proof that he/she is a single parent (spouse’s death certificate, divorce decree, and child’s/children’s birth certificate(s)).

Applications received from local administration units that were not included in the public call were not scored.

Based on the criteria for evaluating and scoring applications, the Commission proposed, in a unanimous decision, the ranking list of received applications.

The commission’s decision is final, except in cases where the subsequent field verification found discrepancies between the information stated in the application and the actual situation in the household. In such cases, the commission had a discretionary power to exclude the applicant from the ranking list of beneficiaries and include the next highest ranked beneficiary from the same local administration unit.
