Public Call for Participation in the Launch of Commercial Agricultural Production of Bread Wheat through the EU Floods Recovery Programme

Through its programme component of Economic Recovery, EU Floods Recovery Programme will award grants to individuals who had sustained property damage as a result of floods (May 2014) with a view of recovery of their economic situation in selected municipalities (Odžak, Domaljevac-Šamac, Orašje, Šamac, Vukosavlje, Bijeljina, Brčko, Donji Žabar, Laktaši).

EU Floods Recovery Programme will support restoration and renewal of production of bread wheat in the listed municipalities. The objective of this intervention is to partly regenerate the production of wheat in farms engaged in production, and which had suffered damage during the floods of May 2014.

Each selected beneficiary will receive the following:
1.Selected seeds for planting winter wheat covering 1 to 5 hectares in size.
2.Fertilisers to increase production of winter wheat covering 1 to 5 hectares in size.

Note: The total area per beneficiary will be determined subsequently based on applications received and the budget available.

The applicant is expected to provide the following:

a) adequate land for planting winter wheat in areas covering 1 to 5 hectares in size;

b) prepare the land for fertilising and planting (ploughing, disking and other necessary mechanical activities);

c) organised sowing;

d) attendance in training sessions and seminars organised by the UNDP.

The selected applicant will sign the contract with the UNDP defining the rights and obligations for grants.

Competition is open to all natural persons meeting the general and additional criteria and ready to provide as listed.

Eligible individuals are those who have dealt with or are engaged in agricultural production in areas below 10 acres in size and are residents of Odžak, Domaljevac-Šamac, Orašje, Šamac, Vukosavlje, Brčko District, Bijeljina, Donji Žabar and Laktaši.

Applications that are delivered directly must be submitted in a sealed envelope addressed “EU Floods Recovery Programme – Public Call for Commercial Producers of Bread Wheat”.

c) Applications without the required supporting documents will not be considered.

Beneficiary selection will take place in two phases, as follows:

Phase One: Compliance and evaluation of applications against the criteria of the public call
•Selection Commission reviews applications and compliance with the administrative requirements of the application;
•Check whether all necessary documentation was submitted;
•Evaluation and scoring of applications submitted by natural persons.

Phase Two: Field visits and assessment of natural persons/final selection
•The Commission will conduct a site visit of selected natural persons from the first phase.
•The Commission will assess the accuracy of the information provided in the application form.
