Conference on Judicial Information System Users – EU assisting informatisation of the BiH Judiciary

The High Judicial and Prosecutorial Council of Bosnia and Herzegovina (HJPC BiH) organised today the Conference on Judicial Information System Users, as a part of the EU funded project “Support to BiH Judiciary”.  

The goal of conference was to present the EU funded project activities in the field of informatisation of the judiciary of Bosnia and Herzegovina  

The Conference put particular emphasis on the Case Management System in courts and prosecutor’s offices, the current benefits of this system in terms of more efficient and more transparent functioning of judicial institutions, as well as on the steps to be taken in the near future towards its further development. The upcoming activities related to a dynamic process of computerisation of BiH judiciary, such as the introduction of a user training system to be developed in cooperation with the Judicial and Prosecutorial Training Centres of the Entities, were also presented.         

In his opening address, Mr. Zijad Kadric, Member of the HJPC Presidency, expressed sincere gratitude on behalf of the entire BiH judiciary to the European for its lasting support in the filed of informatisation of the judiciary in BiH noting that ”The development of the system would not be possible without such generous support”. Speaking about the achievements in this field and the upcoming activities, Mr. Kadric was quoted as saying: “The Case Management System in courts and prosecutor’s offices, as a key element of the Judicial Information System in our country, is not an end product, consequently the HJPC BiH has been making constant efforts to further develop and improve it”.                      

Head of the Operations Section for Justice and Home Affairs and Public Administration Reform in the EU Delegation to BiH, Mr Severin Strohal, said that today’s event was not simply about informatisation of the judiciary throughout Bosnia and Herzegovina, but about enhancing its capacity and efficiency to better meet the requirements for EU integration, and ultimately better serve the citizens of BiH.

The Conference was attended by about 120 participants representing all courts and prosecutor’s offices in Bosnia and Herzegovina and the Judicial and Prosecutorial Training Centres of the Entities.

The conference adopted the conclusion in which it was stated that although only a few years have elapsed since the introduction of the Case Management System (CMS) in courts and prosecutor’s offices, the CMS has proved to be an essential and very useful tool in performing everyday tasks in courts and prosecutor’s offices. Furthermore, it is a system that can adapt to the needs of users and therefore it is necessary to take further steps towards its further development and customisation to meet the needs of users, citizens and of the legal community. The future development of the system will be focused on the establishment of mechanisms that will enable more efficient and more effective performance tracking in courts and prosecutor’s offices, the use of electronic signature in communication between courts and citizens and the establishment of foreseeable judicial timeframes that will allow parties to the proceedings to get information with regard to length of proceedings in their respective case.
