EUFOR and the 17 Law Enforcement Agencies (LEAs) in Bosnia and Herzegovina (BiH) signed on 5 June 2013 a Memorandum of Understanding (MoU) concerning the exchange of classified/unclassified information and intelligence. The agreement formalizes and streamlines the ongoing co-operation between EUFOR and all 17 BiH LEAs. The need to better define how this exchange is taking place appeared on the agenda after the closure of the EU Police Mission, which previously facilitated the flow of information and intelligence between EUFOR and BiH LEAs throughout its mandate.

Information sharing with the LEAs is an important element in allowing EUFOR to maintain situational awareness, and thus readiness to intervene in support of  BiH authorities to maintain a Safe and Secure Environment.  The Memorandum is underpinned legally by Annex 1 A of General Framework for Peace in BiH and UNSCR 2074.

Following the signing ceremony, the EUFOR Commander remarked that the MoU is not only an important step in improving the existing communication between BiH LEAs and EUFOR, but also sets a good foundation to allow such cooperation to be consolidated during common training exercises conducted regularly by EUFOR and the BiH Armed Forces.

The EU Special Representative was represented by Henrik Villadsen, Head of Legal and General Counsel, who commended the good cooperation established by the MoU and underlined the important contribution brought by EUFOR within the overall EU strategy for BiH.

In their interventions, the Minister of Security, the Minister of Interior of FBiH, the Minister of Interior of the RS and the Director of Brcko Police considered the good cooperation between the LEAs achieved with the signature of this document as an important step for strengthening their work to the benefit of BiH citizens.
