Cross-Border Cooperation

Promoting good neighbourly relations and local development in border regions, Cross-Border Cooperation Programmes formulate the assistance in the area of territorial cooperation.

Bosnia and Herzegovina participates in six programmes under territorial co-operation (2014-2020)

1. Cross-border Programme Bosnia and Herzegovina – Montenegro
2. Cross-border Programme Serbia- Bosnia and Herzegovina
3. Interreg IPA Cross-border Programme Croatia – Bosnia and Herzegovina – Montenegro
4. Adriatic-Ionian transnational programme (Interreg ADRION)
5. Interreg Danube
6. Interreg Mediterranean (Interreg MED)

The Programmes are adopted by the European Commission and are jointly implemented by partner countries. Support will be provided primarily through Calls for proposals. Investments can also be financed if within the objectives of the programme. Technical assistance is provided in order to improve the capacities of the institutions involved in the implementation of territorial cooperation programmes.

The institution responsible for the development and implementation of these programmes is the Directorate for European Integration and main contacts for each programme are teamed in its Sector for Coordination of EU Assistance Programmes.

The Bosnia and Herzegovina – Montenegro CBC programme focuses the support around its three priorities: (1) promoting employment, labour mobility and social and cultural inclusion across the border; (2) protecting the environment, promoting climate change adaptation and mitigation, risk prevention and management and (3) encouraging tourism and cultural and natural heritage.

The Serbia – Bosnia and Herzegovina CBC programme will focus on (1) promoting employment, labour mobility and social and cultural inclusion across the border; (2) protecting the environment, promoting climate change adaptation and mitigation, risk prevention and management, and (3) encouraging tourism and cultural and natural heritage.

The trilateral CBC programme with Croatia and Montenegro will have as its four priority axes: (1) Improving the quality of the services in public health and social care sector; (2) Protecting the environment and biodiversity, improving risk prevention and promoting sustainable energy and energy efficiency; (3) Contributing to the development of tourism and preserving cultural and natural heritage; (4) Enhancing competitiveness and developing business environment in the programme area.

The Interreg Danube Programme enables cooperation of several EU Member States and enlargement countries on four priorities: (1): Innovative and socially responsible Danube region; (2) Environment and culture responsible Danube region; (3) Better connected and energy responsible Danube region and (4) Well governed Danube region.

The Intereg Adriatic-Ionian Programme (ADRION) is structured on four priorities interconnected with the EUASAIR – European Strategy for the Adriatic Ionian Region: Innovative and Smart Region; Sustainable region; Connected region; Supporting the governance of the EUSAIR.

The Interreg Mediterranean programme (MED) is based on the following thematic areas, notably:  Strengthening innovation capacities; Environmental protection and promotion of a sustainable territorial development; Improvement of mobility and of territorial accessibility; Promotion of a polycentric and integrated development of the Med space.

IPA 2007-2013

Bosnia and Herzegovina participated in six programmes under the IPA Component II: Cross-border co-operation with its immediate neighbours Montenegro, Croatia and Serbia, CBC Programme with EU Member States (IPA Adriatic CBC Programme and two transnational programmes (South East Europe and Mediterranean).
