Q&A: Request for expression of interest for candidate entities to be entrusted with the implementation of the IPA 2016 support in the sector of competitiveness and innovation: Local Development Strategies

1. How should management costs be calculated as part of the total action budget? Should they be deducted from the total available budget or considered part of technical assistance only?

Please refer to the PAGODA General Conditions Article 18.4 which states “The remuneration of the Organisation and the Sub-delegatees, by the Contracting Authority for the implementation of Action shall be the percentage of the final amount of accepted expenditure of the Action to be reimbursed by the CA as specified in Art. 3.2 of the Special Conditions. The remuneration shall not exceed 7% of the final amount of accepted expenditure of the Action to be reimbursed by the Contracting Authority.”

2. Is the ratio GFF/TA free for minor adjustments?

The ratio is indicative at this stage, as provided on pg. 6 of the Call and may be subject to minor adjustments if well justified.

3. In addition to the beneficiaries listed in the Call for Expression of Interest, can we consider local governments, public institutions, civil society organizations and business development service providers as grant beneficiaries as well?

Local government institutions such as municipalities, cantonal administration, etc. could be eligible for the grant support, except the state and entity level governments which will be involved in the management structures. The rest of the indicated categories can certainly be applicable.

4. In the Call for EoI you are referring to a document: IPA 2016 Action Document for Competitiveness and Innovation: local development strategies. Could you please share with us the final version of the document?

IPA 2016 Action Document is not publicly available at this stage.

5. Is it envisaged to limit the availability of grants to applicants from selected areas/partner localities only (different for different sectors covered) or should the grants be available to applicants on the entire territory of BiH?

The grants will be available to applicants on the entire territory of BiH

6. Is technical assistance also envisaged under Results 1 and 3?

While the technical assistance is primarily envisaged under Result 2, the proposal should consider the Action as an integrated programme

7. Is it allowed to have parts of the GFF channelled through partner government institutions, for better sustainability of the grant support? Are there any limitations in this regard?

8. Are non-governmental organizations from BiH eligible to express the corresponding interest?
