Public call for development of online platform and mobile app for reporting discrimination

Based on the project “LYRA – Leaders – Young Roma in Action” supported by the European Instrument for Democracy and Human Rights (EIDHR), and in cooperation with implementation partners, the association “Otaharin” Bijeljina and Association ‘Altruist “Mostar, Save the Children announces the following public call for the best solutions in design, development and piloting of an on-line platform for reporting discrimination in Bosnia and Herzegovina in the form of interactive website and mobile applications, and for the training of platform administrators.

It is required that the appearance and functionality of the Website and mobile application are simple, affordable, adapted to mobile and tablet users on Android and Microsoft operating systems (RWD – Responsive Web Design – Customizable web design), and that they consist of five sub-pages (About us, Institutions and their responsibilities, Glossary, Laws and bylaws, Contacts), an interactive map of Bosnia and Herzegovina, and a link to the online reporting form on the cover page.

The home page should include the following functions:

  • “Report discrimination“ function (an online form for reporting discrimination (fields to be proposed by the applicant) through which the submitted content / report will be sent to the email addresses of multiple institutions)
  • An interactive map that will pull out information on the location and date of the submission from the reporting form, and mark it on the map. (Map will be located on the Web platform home page).

Note: The proposed conceptual/visual solution should include all of the above. Following the selection of the best quality solutions, subpages and modes of operation of each of these functions will be defined together with the successful applicant.

The contest is open to faculties/academies of IT / Web design in Bosnia and Herzegovina.

CRITERIA FOR SELECTION

The Commission, composed of representatives from Save the Children, partner organizations and youth leaders involved in the project, will decide on the winner of the contest on the basis of the following criteria:

  • How well offer meets the requirements of the Terms of Engagement;
  • Quality of the design / visual solution and practicality of the proposed layout;
  • Multidisciplinary quality of the project team (variety of professional orientations and previous experience of the team members – students, assistants, professors);
  • Safety and communications capabilities of the proposed solution;
  • Technical conditions necessary for effective functioning of on-line platform;
  • Ease of platform maintenance and administration;
  • Value for money.
