This is an indicative 2016 Work Programme for Grants  of the European Union represented by the European Commission for Bosnia and Herzegovina.

Civil Society Facility and Media Programme 2016-2017

1. Financing source
IPA 2017 Civil Society Facility Programme (Financing Decision to be adopted in course of 2016)

2. Objectives of the programme:
Strengthen the capacity of Civil Society Organisations to contribute to social development in particular sectors. More specifically, the call for proposal will provide support to 1) CSOs to combat corruption; 2) media freedoms and media integrity; 3) networking CSOs in various areas.

Support to civil protection

1. Financing source
IPA 2014 National IPA Programme – Special Measure for flood recovery and prevention

2. Objectives of the programme, priorities for the 2015 and expected results
The programme will provide access to large scale civil protection practical exercises and modular trainings that will allow intervention teams to practice how to quickly respond if natural and manmade disasters occur. Through this assistance, Disaster Risk Reduction programmes will be established and the planning process will be improved. In addition, the Action will support the accession process of the country into the EU Civil Protection Mechanism.

Special measure on flood recovery and flood risk management / Housing interventions

2. Objectives of the programme
The specific objective of the Action is to provide housing solutions to vulnerable households affected by the floods of May 2014.

The evaluation will be carried out in accordance with the procedures set out in the Practical Guide to contract procedures for EU external actions.

5. Maximum rate of European Union financing
Up to 100%. The applicant to the Call for proposals will be requested to duly justify request for financing in full.

Support to Mine Action in Bosnia and Herzegovina

2. Objectives of the programme
Part of the mine contaminated areas in Bosnia and Herzegovina are transformed into socio-economic development areas enabling sustainable return of population.

Cross-border Cooperation Action Programme Bosnia and Herzegovina – Montenegro

1. Financing source
IPA II Cross-Border Co-operation BiH-Montenegro, allocations for 2014, 2015, 2016
(Financing Agreements for 2015 and 2016 to be signed in course of 2016)

2. Objectives of the programme:
Socioeconomic development and strengthening of the neighbourly relations in the cross border area through the implementation of cross-border cooperation operations aiming at:
(a) promoting employment, labour mobility and social and cultural inclusion across borders through, inter alia: integrating cross-border labour markets, including cross-border mobility; joint local employment initiatives; information and advisory services and joint training; gender equality; equal opportunities; integration of immigrants’ communities and vulnerable groups; investment in public employment services; and supporting investment in public health and social services;
(b) protecting the environment and promoting climate change adaptation and mitigation, risk prevention and management through, inter alia: joint actions for environmental protection; promoting sustainable use of natural resources, resource efficiency, renewable energy sources and the shift towards a safe and sustainable low-carbon economy; promoting investment to address specific risks, ensuring disaster resilience and developing disaster management systems and emergency preparedness;
(c) encouraging tourism and cultural and natural heritage;

Scholarship Scheme for Public Servants in Bosnia and Herzegovina

1. Financing source:
IPA 2014 National IPA Programme – Objective 1

2. Objectives of the programme
To increase the capacity of the public service in Bosnia and Herzegovina to support the EU integration process with the expected result that at least 15 civil servants obtain a Master of Arts (MA) degree and at least 30 civil servants complete short intensive academic studies/courses relevant for the EU integration process at EU education institutions

3. Eligibility conditions
The type of actions eligible for financing are one-year post graduate studies (Master programme) in the fields such as public law, economy and EU multidisciplinary studies, etc. and short intensive academic study programmes/courses on EU matters tailored to suit the needs of public servants in Bosnia and Herzegovina. Applicants must be education institutions in the EU Member States.

4. Selection and award criteria
The essential selection criteria are financial and operational capacity of the applicant.
The essential award criteria are relevance, effectiveness and feasibility, sustainability and cost-effectiveness of the action

5. Maximum rate of European Union financing
The maximum possible rate of EU financing may be up to 100% of the total cost of the action in accordance with Article 192 of Financial Regulation if full funding is essential for the action to be carried out. The necessity for full EU funding will be justified by the responsible authorising officer in the award decision, in respect of the principles of equal treatment and sound financial management.
