In accordance with the public call of the EU Floods Recovery Programme aimed at providing grants to individuals who suffered damage as a result of May 2014 floods with the aim of helping them recover their economic standing in selected local administration units, UNDP set up a commission for evaluation of applications received from local administration units in FBiH, RS and Brčko District. The commission was composed of:

• A representative of the FBiH Ministry of Agriculture, Water Management and Forestry;
• A representative of the RS Ministry of Agriculture, Water Management and Forestry;
• A representative of the Department for Agriculture, Forestry and Water Management of the Brčko District of BiH;
• A representative of the NGO sector: Development Agency NERDA Tuzla;
• A representative of the NGO sector: Agency for Economic Development of the Prijedor Municipality (PREDA);
• Two representatives of the United Nations Development Programme.

The above Commission evaluated the applications received from the local administration units of Maglaj, Odžak, Domaljevac-Šamac, Orašje, Tuzla, Sanski Most, Živinice, Zenica, Srebrenik, Lukavac, Žepče, Bijeljina, Šamac, Doboj, Prijedor, Banja Luka, Modriča, Laktaši, Srbac, Šekovići, Vukosavlje, Donji Žabar, Čelinac and Brčko District.

Eligibility criteria used for the selection of users include submission of the following documentation:

• A copy of the ID card;
• CIPS-issued certificate of residence (not older than 30 days, original or certified copy);
• Certificate/report of the property damage suffered – issued by municipality or other competent authority;
• Household list for the housing unit that suffered damage;
• Proof of land ownership: a copy of land registry certificate or title deed along with a copy of the cadastral plan registered in the applicant’s name, or a document proving the existence of the right (purchase contract, lease contract, deed of gift, contract of use, final decision on inheritance) with attached land registry certificate or title deed along with a copy of the cadastral plan registered in the name of the grantor of the right; The contract must be concluded for the period of at least 3 years;
• Certificate issued by the competent municipal department or APIF, based on the place of residence, proving that the applicant is registered or has filed an application for registration in the Register of Agricultural Holdings and Register of Clients in accordance with the regulation on the registration of agricultural holdings;
• If the applicant is a single parent, he/she needs to submit the following documents: Proof that he/she is a single parent (spouse’s death certificate, divorce decree, and child’s/children’s birth certificate(s)).

The criteria that were initially listed as eligibility criteria, but were excluded by the decision of the Commission due to the low number of applicants who had submitted this documentation were:

• Certificate issued by the Employment Bureau for all unemployed household members, not older than 30 days, accompanied by a proof of the social status of household members which may be issued by the Employment Bureau or other relevant authority;
• Preliminary damage assessment for the agricultural holding performed by the municipality or other competent authority.

Also, the Commission scored the applications against an additional set of criteria in order to better assess individual applications. Additional criteria included scores for:

a.       Number of persons living in the household with the applicant,

b.      Number of unemployed persons in the household,

c.       Whether the applicant is a single parent.

Accordingly, the scoring was performed as follows:

• Households where all members are unemployed were awarded 200 points;
• Households where only one member is employed were awarded 100 points;
• Households with two or more employed members were awarded no points.

Scoring according to the number of household members was performed as follows:

• Households with less than 5 members were awarded 0 points;
• Households with 5 members were awarded 75 points;
• Households with 6 members were awarded 125 points;
• Households with 7 members were awarded 150 points.

Scoring according to the single parent status was performed as follows:

• The applicant is a single parent – 150 points;
• The applicant is not a single parent – 0 points.

Applications received from local administration units that were not included in the public call were not scored.

Based on the criteria for evaluating and scoring applications, the Commission proposed, in a unanimous decision, the ranking list of received applications. This was followed by the field verification of all proposed project beneficiaries.

The commission’s decision was final, except in cases where the subsequent field verification found discrepancies between the information stated in the application and the actual situation in the household. In such cases, the Commission had a discretionary power to exclude the applicant from the ranking list of beneficiaries and include the next highest ranked user from the same local administration unit.
