EU Reportages: BiH urgently needs EU integration programme

As part of its path towards the EU, Bosnia and Herzegovina (BiH) needs to adopt and implement the whole body of EU legislation, which includes about 120,000 pages of legal and sub-legal acts. These are laws that not only need to be transposed, but also have to be implemented evenly across the country in order to ensure legal certainty.

The Stabilisation and Association Agreement (SAA) includes, in article 70, the immediate obligation of BiH to prepare a programme to approximate its domestic legislation with that of the EU, which is commonly called the National Programme of Integration.

An Oslobodjenje.ba  reportage explores why BiH is the only country aspiring to join the EU that does not have a relevant strategy to confirm the political determination to streamline the reform process. In addition, EU priority reforms are also undefined, and problems are addressed only on ad-hoc basis, with BiH continuing to fall behind its neighbours in the EU integration process.
