Launch of a new EU financed Project “Capacity Building for Judicial Reform in Bosnia and Herzegovina”

The main purpose of the project, launched on 17 October 2013, is to provide broader support to judicial and prosecutorial training systems in BiH with a view to align them with EU candidacy criteria.

In the main, the Project will focus on the overall improvement of judicial training in BiH with a primary concern for training as carried out in the entity Judicial and Prosecutorial Training Centres (JPTCs), and the Brcko District Judicial Commission. The project will be attending to the JPTCs needs with regard to their organisation, human resources planning and functioning. Links and alignment between the reform plans will be engineered through a communication strategy, and project experts will be drawing on EU best practice for all areas of support.  

Further to JPTC organisational issues, project experts will set out to review training methodologies and curricula as currently developed in both training centres. Needs for improvement will be assessed. Project experts will come forward with proposals to enhance content and overall performance of judicial training. Training of Trainers'(ToTs) activities will be scheduled with a view to upgrade training skills and monitoring of training programmes. ToT will further ensure sustainability of BiH initiatives towards reform.

A further priority in the project is undertaking an analysis for a legal and administrative reform of non-judicial staff, i.e, support staff in courts and prosecutor offices, such as legal associates, bailiffs and clerks. In view of EU alignment, it is deemed advisable that the functions and organisation of the use of such support staff be closer aligned to EU practice. Such support staff will also receive training.  

The project will be implemented by a consortium led by Hulla & Co. Human Dynamics KG. It will run for two-years and will work closely with the relevant and interested authorities. The European Union is funding this project from the IPA 2010 Annual Programme to the amount of 1,125,000 euro.
